The High Voltage Processor (HVP) has detected a pack contactor has entered blocked state.
Potential impact
The pack contactors did not close. The High Voltage System may not function as expected.
Set condition
The HVP has detected a pack contactor has entered blocked state. The HVP may have timed out trying to close the pack contactor.
Clear condition
The pack contactor leaves blocked state.
