The vehicle controller detects the powertrain pump motor is experiencing a condition that is preventing the motor from running as expected.

Set condition
For at least 10.5 seconds, the powertrain pump motor's RPM feedback is less than 800 RPM or the powertrain pump motor is intermittently or continually given a non-zero flow request.
Clear condition
The feedback RPM for the powertrain pump motor is consistently greater than 800 RPM for at least 5.5 seconds.
