The vehicle cannot enter Drive state because the measured low voltage (LV) battery voltage is too high.

Potential Impact
Vehicle may be unable to drive, or may take longer than expected to enter Drive state. Voltage regulation performance may be reduced across the low voltage electrical system.

Set condition
The measured LV battery voltage is greater than 16V for 3 consecutive seconds.

Clear condition
The measured LV battery voltage is less than 16V.
