The procedure fuses only the modem board when the other components are already fused. This is useful for modem replacements that were not fused in the factory. Production components should always be fused.

PROC_SEC_X_FUSE-MODEM
This test checks the RKE antenna system function and quality in Model S vehicles. The test can be performed with any Model S key fob or RF emitter, provided it is the same frequency region as the vehicle. The test will pass when the security controller (SEC) detects a RSSI value between 380 and 500. As the user presses key fob buttons, the SEC records the received signal strength from the RKE antenna.
TEST_SEC_X_KEY-RANGE
Runs a ping test on all 7 LF antennas. The low frequency (LF) antennas are used on the Model S to detect the position\nof the key fob in and around the vehicle. This test checks to make sure the\nspecified antenna is connected and responsive. This includes: - Center Console - Rear Seat - Rear Bumper - Dead Key Fob - Driver's Side End Cap - Passenger's Side End Cap - Frunk The routine will pass if all antennas return success. The failed output will include any antennas which failed to ping.
