Charge Port door open request not honored because brake is pressed.
Potential impact
The vehicle will not allow the charge port door to open.
Set condition
The UI requests charge port door open while the customer has brake pedal pressed.
Clear condition
Charge port door requested expired, brake pedal released, and/or vehicle not in DRIVE for 5 seconds.
