Steering rack control is less than expected or unavailable.
Set condition
Outputs from the steering rack position sensors deviate by more than the allowable amount. This can set if one of the sensors is unavailable.
Clear condition
Steering rack sensor readings realign with each other. This may only occur outside of the DRIVE power state
